Only B3011 recovery exports to non-OECD countries take that prohibition. Other wastes keep their own rules.

Does the November ban cover every export?
No. It does not cover intra-EU movements or unrelated waste, and hazardous plastic follows Article 39 from the general date.
Can a non-OECD country ask for a later derogation?
A request cannot be made before 21 May 2029, and none is encoded as authorised now.
