Economic operators that use reusable packaging take part in one or more re-use systems and keep records that the system is real. This screen covers participation, Annex VI, reconditioning, closed-loop return, a third-party operator, Article 29 target relevance, and a narrow delegated decision for pallet wrappings and straps.

Re-use system participation

An operator that uses reusable packaging participates in one or more re-use systems. A missing or partial participation record is a re-use system gap. Naming another party to run a mutualised system does not close that question by itself.

Annex VI system requirements

The operator checks that the re-use system meets Annex VI Part A. A missing Part A review is the same re-use system gap.

Reconditioning

Reusable packaging is reconditioned in line with Annex VI Part B before it is offered again to end users. A missing reconditioning process or a missing Part B review is its own gap.

Closed-loop return

In a closed-loop system, packaging returns to collection points identified and approved by the system operator. If that return process is missing, the result is a closed-loop return gap. Where the system is not closed-loop, a not-applicable return answer is acceptable.

Third-party system governance

A third party may operate one or more mutualised re-use systems for the economic operators. When that arrangement is used, the responsibility record has to exist. The appointment does not by itself end the operator's duties.

Article 29 reuse targets

Article 29 introduces reuse targets for specified packaging from 2030 where the format, the use, the geography, and the role match. 2040 figures in the guidance are indicative endeavour targets and are not binding obligations. A possible match stays a review. This screen does not calculate a result.

Delegated decision

Commission Delegated Decision (EU) 2026/429 may matter for pallet wrappings and straps. The screen flags a review. It does not decide that the reuse rule falls away, and it does not extend that decision to pallets, boxes, or other formats.

Examples

  • Reusable packaging is used and system participation is missing: re-use system gap.
  • The system record is present and reconditioning is missing: reconditioning gap.
  • The system is closed-loop and the approved return process is missing: closed-loop return gap.
  • The format is pallet wrapping and the delegated decision may be relevant: delegated decision review required.
  • Core system controls are present and an Article 29 target may apply: reuse target review required.

Limits

This does not establish PPWR compliance. There is no numeric score. Article 28 refill is a separate question. A later delegated act or guidance note is a manual review, not an automatic rules change.
